Guilty And Ashamed Kasese District Officials Deny Passing Homosexuality Bylaw After Parliament Called Them Out.

Kasese district officials have denied having knowledge of a bylaw the municipal council was attempting to pass to legalize homosexuality in the area.

This is after the Deputy Speaker of Parliament, Thomas Tayebwa, during plenary on Wednesday slammed Kasese Municipal Council Local Government over attempts to enact the malicious bylaw that promotes same-sex relationships.

Contact Us | KASESE DISTRICTTayebwa briefed the house that he had been briefed that the illegal bylaw was facilitated by Human Rights Promotions Awareness Forum (HRAPF), a non-government organisation.

However, the council speaker, Ukash Swaib, said the house he presides over has never attempted to enact such a bylaw.

The Kasese chief administrative officer, Elias Byamugisha, said he doubts such a law was in the offing.

Tayebwa also raised concerns of some schools being turned into recruitment centres for the gay community.

These schools are now recruitment centres. Some of these children and their parents are dying in silence. We need the Committee on Education to look into this matter and we find solutions. This cannot go on like this. Some of the boys in a certain school fear moving in the night for fear of being sodomised,” he said.

Charles Bakkabulindi who represents workers in Parliament said some non-governmental organisations (NGOs) are involved in the promotion of homosexuality in schools.

These NGOs use teachers in these big schools to recruit the students into these activities. We need to curb this,” he said, adding, “measures need to be taken in order to curtail the growing vice in schools.”
