Mawokota North MP Hillary Kiyaga, known as Dr. Hilderman, has finally addressed the controversy surrounding his silence on corruption allegations against fellow legislator Mathias Mpuuga. Mpuuga has faced criticism for accepting a controversial Shs500 million service award in 2022, leading to a censure motion by some MPs.
Despite growing pressure to join the critics or speak out, Dr. Hilderman, a member of the National Unity Platform (NUP), had chosen to remain quiet. Recently, he explained his reasons at a public gathering, citing a deep respect for Mpuuga as both a fellow Catholic and a personal role model.
“Even court judges are advised to step aside in cases involving relatives to avoid conflicting interests,” Dr. Hilderman remarked. “I couldn’t decide on Mpuuga because of conflicting interests; he is my fellow Catholic and Muganda, who has guided me and served as my role model. How do you expect me to judge him?”
Dr. Hilderman emphasized the importance of avoiding conflicts of interest, stating he preferred a careful and thoughtful assessment over a hasty judgment.
“Was I expected to condemn him to crucifixion? It was necessary for me to remain silent, as that is the level of respect instilled in us from a young age. It is preferable to keep quiet rather than risk bringing harm,” he explained.
“Integrity has always been a part of my character, which is why I made the decision to stay silent. In my silence, I opt to analyze the situation thoroughly.”
Dr. Hilderman reiterated that he would not be swayed by external pressure and would follow his conscience in deciding how to proceed.
