The KCCA team has considered the reopening of 76 arcades after the president ordered an inspection before they were to open. Hon. Hajat Minsa Kabanda the minister of Kampala Capital City and metropolitan area said that the enforcement team that comprised of the public health team at KCCA, internal security, Military Police, Uganda Police Force and Ministry of trade industry and Cooperatives carried out assessment on suitability of business premises as per the Ministry of health guidelines.
According to the minister, stakeholders including arcade owners and trade association leaders were involved in the checklist drafted
The checklist on compliance included but not limited  to presence of enforcement officer, clear corridors and access ways, observance of proper hygiene and sanitation, dedicated entry and exit, regeneration of tenants, CCTV installation, use of personal protective equipment (PPE) social distancing and an approved building plan.
The minister Noted that some buildings were operating in breach of the guidelines and these will face the legal arm of the law.
“We have closed Gaza land and corner arcade that denied access to inspection team. We are continuing the enforcement exercise and shall not hesitate to prosecute anyone continuing to put people’s lives in danger”. She said.
For those who do not feel content on decision made can appeal before a team led by the Resident District Commissioner (RCC) which include the RCC, Deputy Executive Director KCCA, deputy RCC and director legal affairs.
Some of the buildings given a go ahead to reopen including Ham buildings, Arua park and plaza, Aponye building Equatorial mall and Hardware city among others
