Controversial city lawyer Hassan Male Mabirizi has written a protest letter to Dr. Johnson Byabashaija the Commissioner General of Prisons over what he termed as unconstitutional confinement of city businessman Charles Olim (Sipapa).
In his letter seen by this website, Mabirizi alleges that Sipapa was put in the cell naked as a punishment for facilitating and mobilizing inmates in Luzira Upper prison to riot.
“I know that recently, without any fair hearing and without being afforded an opportunity to appeal, he was indefinitely sent to prison cells over giving assistance to sick Umat Doota who has a wound which is as old as 2019 inflicted on him by your staff through torture and which your administrators have refused to treat.
Without any evidence, Sipapa was put in a cell naked, contrary to both the constitution and Prisons Act,” Mabirizi’s letter reads in parts.
Highly placed sources at Luzira Upper prison revealed that the decision to take Sipapa to an isolation cell was a result of the investigation which established that he was found guilty on allegations of facilitating riots in the prison.\
Sources added that Sipapa was not the only inmate taken into isolation, others are a one Ssali and Kidega who the prisons authority have evidence pinning them. Sources said that it all started when Doota protested at Ward 3.
One inmate came out shouting on top of his voice that he is tired of life and he wanted to die.
Sources said that when the prison’s officers came to see what was going on, Doota told them to shoot him because he was tired of being isolated from fellow inmates and accused him of having a smelly cancerous wound.
Sources said that the prison’s officers used a lot of tricks to remove Doota from Ward 3 where he was standing, he was badly beaten and taken to a prison isolated cell.
When investigations kicked off, Sipapa, Ssali, Kidega were picked, seriously beaten, and also taken to an isolation cell.
Sources said that Bobi Young, the bodyguard to National Unity Platform (NUP) boss Robert Kyagulanyi Ssentamu was saved by one of the officers who pleaded that even though he is a close friend to Sipapa he was not involved in committing the said crime. However, sources said that Bobi Young is still under investigation.
Sipapa was imprisoned on six counts of aggravated robbery together with his wife Shamirah Nakiyemba.
Sources said that inmates accuse another city businessman Muhammad Ssebuufu, the proprietor of Pine car bond, of spreading false propaganda against Sipapa and Bobi Young because of their political differences.
In prison Sipapa changed his mind and is now supporting Bobi Wine together with Bobi Young while Ssebuufu is supporting president Museveni.
When contacted, Frank Baine the prison’s spokesperson declined to comment on the matter and advised the complainant including lawyer Mabirizi to petition courts of law.
